PENYARINGAN/PENERIMAAN CALON PEGAWAI NEGERI SIPIL
DI LINGKUNGAN DEPARTEMEN DALAM NEGERI
TAHUN ANGGARAN 2008

Dalam rangka mengisi formasi pegawai Departemen Dalam Negeri R.I. Tahun Anggaran 2008, Departemen Dalam Negeri memberikan kesempatan kepada Warga Negara Indonesia yang berijazah Pasca Sarjana (S.2), Sarjana
(S.1) dan Sarjana Muda (D.3) untuk diterima sebagai Calon Pegawai Negeri Sipil dilingkungan Departemen Dalam Negeri, persyaratan sebagai berikut :

I.
Persyaratan Umum Pelamar





a. Warga Negara Indonesia yang bertaqwa kepada Tuhan Yang Maha Esa, setia dan taat kepada Pancasila, UUD 1945, dan Negara Kesatuan Republik Indonesia
b. Berkelakuan baik dan tidak pernah dihukum penjara atau kurungan berdasarkan putusan pengadilan yang memiliki kekuatan hukum tetap yang dibuktikan dengan Surat Keterangan Catatan Kepolisian
c. Tidak pernah diberhentikan dengan hormat tidak atas permintaan sendiri atau tidak dengan hormat sebagai PNS/Anggota TNI/Polri atau diberhentikan tidak dengan hormat sebagai pegawai swasta
d. Tidak berkedudukan sebagai Calon Pegawai Negeri Sipil atau Pegawai Negeri Sipil dan tidak sedang terikat perjanjian/kontrak kerja dengan instansi lain
e. Bersedia ditempatkan diseluruh wilayah Republik Indonesia
f. Sehat jasmani dan rohani

II.
Persyaratan Khusus


Lulusan Perguruan Tinggi Negeri/Perguruan Tinggi Swasta terakreditasi Badan Akreditasi Nasional Perguruan Tinggi (minimal B) atau Perguruan Luar Negeri yang telah mendapat pengesahan dari Departemen Pendidikan Nasional dan, dengan persyaratan :
1. Mempunyai Indek Prestasi Kumulatif (IPK) sekurang-kurang bagi lulusan :
a. Magister (S.2) minimal 3,20 (tiga koma dua puluh).
b. Sarjana (S.1) minimal 3,00 (tiga koma nol nol).
c. Diploma 3 (D.3) minimal 3,00 (tiga koma nol nol).
2. Berusia Maksimum :
a. 32 tahun pada tanggal 1 Desember 2008 (lahir setelah 30 November 1976) untuk tingkat Magister (S.2).
b. 30 tahun pada tanggal 1 Desember 2008 (lahir setelah 30 November 1978) untuk tingkat Sarjana (S.1).
c. 28 tahun pada tanggal 1 Desember 2008 (lahir setelah 30 November 1980) untuk tingkat Diploma 3 (D.3).
3. Kualifikasi Pendidikan sesuai dengan formasi yang tersedia dibawah ini dan telah ditetapkan oleh Menteri Negara Pendayagunaan Aparatur Negara;

IV.
Tata Cara Pendaftaran


a. Pendaftaran dilaksanakan secara online melalui website Departemen Dalam Negeri www.depdagri.go.id mulai tanggal 24 Oktober 2008 Pukul 08.00 WIB sampai dengan tanggal 27 Oktober 2008 Pukul 08.00 WIB.
b. Bagi Pelamar yang telah melakukan pendaftaran, melengkapi data, dan secara system dinyatakan memenuhi syarat akan memperoleh Nomor Registrasi.
c. Pelamar wajib mencetak formulir Lamaran Penerimaan Calon Pegawai Negeri Sipil Tahun Anggaran 2008 pendaftaran secara online (setelah memperoleh Nomor Registrasi), membubuhi pas photo berwarna terbaru ukuran 3 x 4 cm dan menandatanganinya sebagai salah satu syarat pendaftaran ulang dengan cara pengiriman berkas lamaran yang disampaikan kepada Panitia Penerimaan CPNS Departemen Dalam Negeri Tahun Anggaran 2008.
d. Berkas lamaran yang tidak lengkap, atau terdapat perbedaan data antara database pelamar dengan berkas yang disampaikan akan dinyatakan "tidak memenuhi syarat atau gugur"
e. Setiap Pelamar hanya diperkenankan mengirimkan satu berkas lamaran, Registrasi online baru akan diproses setelah Panitia menerima berkas lamaran yang disampaikan melalui Pos Tercatat mulai tanggal 24 Oktober 2008 s.d 30 Oktober 2008 (CAP POS), ditujukan kepada :

f. Panitia hanya menerima berkas lamaran yang disampaikan melalui PO BOX tersebut di atas dan tidak menerima format penyampaian lamaran lainnya.
g. Formulir Registrasi online harus dilengkapi dengan lampiran :
1. Formulir lamaran penerimaan CPNS yang telah dicetak, dibubuhi materai Rp. 6.000,- dan ditandatangani;
2. Satu lembar fotokopi ijazah terakhir (S.2, S.1, dan D.3) berikut transkip nilai yang sudah dilegalisir (cap dan tanda tangan asli) oleh Dekan/Direktur Program atau Ditjen Dikti Depdiknas bagi lulusan Perguruan Tinggi Luar Negeri (Surat Keterangan Kelulusan/ijazah sementara tidak dapat diterima);
3. Fotokopi Akte Kelahiran yang Dilegalisir (cap dan tanda tangan asli);
4. Fotokopi KTP yang masih berlaku & sesuai alamat yang dicantumkan dalam lamaran;
5. Fotokopi tanda pencari kerja (kartu kuning Depnaker) yang masih berlaku;
6. Daftar Riwayat Hidup (CV) tulis tangan dengan tinta hitam;
7. Surat Keterangan Catatan Kepolisian (SKCK) yang masih berlaku;
8. Pas foto terakhir ukuran 3 X 4 (berwarna) sebanyak 3 lembar: 1 lembar foto ditempel di formulir lamaran dan 2 lembar lainnya ditulis nama pelamar di bagian belakang foto;
h. Berkas lamaran disusun rapi sesuai dengan urutan lampiran dalam map snelhecter dan dimasukan dalam amplop berwarna coklat. Warna Map bagi pendidikan S.2 (Biru), S.1 (Kuning), D.3 (Merah). Pada sudut kiri atas bagian depan amplop lamaran ditulis Nomor Registrasi hasil pendaftaran online (sesuai contoh amplop);
i. Pemanggilan dan Nomor peserta test penyaringan CPNS T.A. 2008 serta materi test yang diujikan, tempat dan tanggal pelaksanaan akan diberitahukan/dikirimkan melalui "Pos atau Website www.depdagri.go.id".

V.
KETENTUAN LAIN–LAIN


1. Keputusan panitia tidak dapat diganggu gugat
2. Lamaran yang disampaikan sebelum pengumuman ini dibuat dinyatakan tidak berlaku
3. Setiap pelamar yang memberikan informasi tidak benar akan dituntut sesuai ketentuan yang berlaku
4. Pelamar yang mengundurkan diri setelah dinyatakan lulus dan diterima sebagai CPNS Departemen Dalam Negeri dapat dituntut sesuai dengan Peraturan Perundangan yang berlaku tentang tindakan yang merugikan negara
5. Pengumuman dan informasi lain yang berkaitan dengan seleksi CPNS Departemen Dalam Negeri dapat dilihat melalui Website www.depdagri.go.id
6. Panitia tidak melayani komunikasi langsung dengan pelamar yang berkaitan dengan proses rekruitmen/lamaran
7. Berkas lamaran yang diterima Panitia menjadi milik Panitia dan tidak dapat diminta kembali oleh Pelamar
8. Panitia membuka jalur pelayanan pengaduan/permasalahan tentang penerimaan CPNS tahun 2008 dilingkungan Depdagri bagi para pelamar melalui email Biro Kepegawaian : " biro_kepegawaian@depdagri.go.id "

Persyaratan Umum :
Warga Negara Indonesia yang bertakwa kepada Tuhan Yang Maha Esa, setia dan taat kepada Pancasila dan UUD 1945.
Berkelakuan baik dan tidak pernah dihukum penjara atau kurungan berdasarkan putusan pengadilan yang memiliki kekuatan hukum tetap yang dibuktikan dengan Surat Keterangan Catatan Kepolisian (dilengkapi setelah dinyatakan diterima sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.)
Memiliki Kartu Pencari Kerja (Kartu Kuning) yang dikeluarkan oleh Dinas Transmigrasi dan Tenaga Kerja (dilengkapi setelah dinyatakan diterima sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.)
Bersedia ditempatkan di seluruh unit organisasi Badan Pertanahan Nasional R.I. di seluruh wilayah Republik Indonesia (Surat Pernyataan ditandatangani pada waktu dinyatakan diterima sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.)
Berkeadaan sehat, dibuktikan dengan Surat Keterangan Sehat Jasmani dan Rohani yang dibuat oleh Dokter Rumah Sakit Pemerintah (dilengkapi setelah dinyatakan diterima sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.)
Tidak mengkonsumsi/menggunakan Narkotika, dibuktikan dengan Surat Keterangan Tidak Mengkonsumsi/menggunakan Narkotika, Psikotropika, Prekursor dan zat adiktif lainnya dari unit pelayanan kesehatan pemerintah (dilengkapi setelah dinyatakan diterima sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.)
Tidak pernah diberhentikan dengan tidak hormat tidak atas permintaan sendiri atau tidak dengan hormat sebagai Pegawai Negeri Sipil/Anggota TNI/POLRI maupun pegawai swasta.
Tidak berkedudukan sebagai Calon Pegawai Negeri Sipil dan tidak sedang terikat perjanjian atau kontrak kerja dengan instansi lain.

Minimal pada tanggal 1 Desember 2008 untuk semua tingkat pendidikan 18 tahun (yang lahir sebelum 1 Desember 1990)
Maksimal pada tanggal 1 Desember 2008 : 1. Sarjana : 28 tahun (yang lahir setelah 1 Desember 1980)
2. Diploma III : 25 tahun (yang lahir setelah 1 Desember 1983)
3. Diploma I : 35 tahun (yang lahir setelah 1 Desember 1973)



PENDAFTARAN
Pendaftaran secara online dibuka mulai hari Senin tanggal 27 Oktober 2008 sampai dengan hari Senin tanggal 10 November 2008.
Pendaftaran dilakukan melalui website Badan Pertanahan Nasional R.I. di http://www.bpn.go.id
Bagi Pelamar yang telah melakukan pendaftaran dan secara sistem dinyatakan memenuhi syarat maka akan diberikan nomor berkas yang harus dicetak. Berkas tersebut untuk selanjutnya dikirimkan bersama persyaratan lain yang ditentukan.
Kelengkapan berkas dapat dikirimkan mulai tanggal 27 Oktober 2008 dan paling lambat diterima panitia tanggal 10 November 2008 pukul 16.00 WIB.
Kelengkapan berkas dikirim melalui Pos atau Jasa pengiriman yang dialamatkan kepada :
Panitia Penyaringan Calon Pegawai Negeri Sipil
Biro Organisasi dan Kepegawaian Badan Pertanahan Nasional R.I.
Jl. Sisingamangaraja No. 2 Kebayoran Baru, Jakarta Selatan 12110.
Berkas yang harus dilengkapi meliputi :
Hasil cetak Nomor Berkas sesuai yang diperoleh pada saat pendaftaran secara online, dibubuhi materai dan ditandatangani.
Pas Foto terbaru ukuran 3x4 (hitam putih) sebanyak 2 lembar (cantumkan nama dibelakang foto).
Foto kopi Kartu Tanda Penduduk (KTP) yang masih berlaku.
Foto kopi ijazah berikut transkrip nilai yang dilegalisir oleh : - Universitas/Institut : Rektor/Dekan/Pembantu Dekan I Bidang Akademik
- Sekolah Tinggi : Ketua/Pembantu Ketua Bidang Akademik
- Akademi : Direktur/Pembantu Direktur Bidang Akademik
Urutan ini berlaku untuk penyusunan berkas pada map lamaran

Lamaran beserta berkas lampirannya disusun rapi sesuai urutan dalam snellhecter (map kertas jepit berlubang) dan dimasukkan dalam amplop coklat dengan dituliskan kata ?LAMARAN? di pojok kanan atas, dengan warna map sebagai berikut :
Warna Merah untuk Diploma I (D. I)
Warna Kuning untuk Diploma III (D.III)
Warna Hijau untuk Sarjana (S.1)
Alamat tempat tinggal tetap (alamat surat) agar ditulis jelas dan lengkap pada bagian belakang amplop karena akan dijadikan dasar pertimbangan panitia dalam menetapkan tempat ujian/seleksi peserta dan kepentingan surat menyurat untuk proses seleksi selanjutnya.
Panitia tidak menerima serta tidak akan memproses lamaran yang diantar langsung ke BPN Pusat serta lamaran yang tanpa disertai nomor berkas lamaran. Panitia hanya memeriksa 1 (satu) berkas lamaran untuk 1 (satu) Nomor Berkas.
Berkas lamaran yang tidak lengkap atau terdapat perbedaan data antara database pelamar dengan berkas yang disampaikan akan dinyatakan tidak memenuhi syarat.
Berkas lamaran yang diterima Panitia menjadi milik Panitia dan tidak dapat diminta kembali oleh pelamar.


PENGUMUMAN HASIL SELEKSI ADMINISTRASI
Hanya peserta yang memenuhi syarat administrasi yang akan dipanggil untuk mengikuti ujian tertulis.
Nama calon yang memenuhi syarat administrasi dan lokasi ujian akan diumumkan melalui website Badan Pertanahan Nasional R.I. dengan alamat http://www.bpn.go.id dan Papan Pengumuman pada Kanwil BPN Provinsi serta Badan Pertanahan Nasional R.I., Jl. Sisingamangaraja No. 2 Kebayoran Baru, Jakarta Selatan, pada tanggal 22 November 2008.
Pengumuman melalui website dan Papan Pengumuman dapat dianggap sebagai surat panggilan.
Tanda peserta ujian tertulis diambil sendiri oleh calon peserta di tempat ujian dengan menunjukkan kartu identitas diri, waktu dan tempat ditentukan kemudian.


PELAKSANAAN SELEKSI/UJIAN

Pelamar yang dinyatakan lulus ujian tertulis, masih akan diseleksi dengan ujian wawancara.


LAIN-LAIN
Seleksi penerimaan Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I. tidak dipungut biaya apapun.
Badan Pertanahan Nasional R.I. tidak bertanggung jawab atas pungutan atau tawaran berupa apapun oleh oknum-oknum yang mengatasnamakan Badan Pertanahan Nasional R.I. atau Panitia, sehingga peserta diharapkan tidak melayani tawaran untuk mempermudah penerimaan sebagai Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I.
Lamaran yang dikirim kepada Badan Pertanahan Nasional R.I. sebelum pengumuman ini dianggap tidak berlaku.
Informasi resmi yang terkait dengan seleksi penerimaan Calon Pegawai Negeri Sipil Badan Pertanahan Nasional R.I. Tahun 2008 hanya dapat dilihat dalam website Badan Pertanahan Nasional R.I. (http://www.bpn.go.id). Para pelamar disarankan untuk terus memantaunya.
Keputusan Panitia bersifat final dan tidak dapat diganggu gugat.

Persyaratan Khusus

Indeks Prestasi Kumulatif (IPK) :
Nilai Indeks Prestasi Kumulatif (IPK) minimal untuk S2 = 3.0 dan DIUTAMAKAN IPK yang diatas 3.25;
Nilai Indeks Prestasi Kumulatif (IPK) minimal untuk S1, DIII/SM = 2.75 dan DIUTAMAKAN IPK yang diatas 3.0;

Ketentuan Pedaftaran
Pendaftaran Pelamar dilakukan hanya melalui website Departemen Pertanian di http://cpns.deptan.go.id;
Bagi yang telah mengirim lamaran sebelum pengumuman ini dibuat, dinyatakan tidak berlaku;
Tim Pengadaan tidak menerima surat lamaran yang diantar langsung;
Bagi pelamar yang telah melakukan pendaftaran dan mengisi secara lengkap data dan surat pernyatan secara on-line dan secara sistem dinyatakan memenuhi syarat maka akan secara langsung mendapatkan NOMOR TEST KARTU UJIAN yang harus dicetak sendiri oleh pelamar dan baru dapat dinyatakan syah dan berlaku setelah mendapat pengesahan oleh PANITIA PENGADAAN CPNS DEPTAN TAHUN 2008 di LOKASI UJIAN;
Surat Pernyataan di isi secara on-line dan wajib dicetak pada satu halaman yang sama dengan kartu ujian sebagaimana yang disiapkan oleh PANITIA secara sistem. Surat pernyataan harus ditandatangani basah oleh pelamar diatas kertas bermaterai Rp. 6000,- dan baru dapat dinyatakan berlaku secara syah setelah mendapat pengesahan oleh PANITIA PENGADAAN CPNS DEPTAN TAHUN 2008 di LOKASI UJIAN;
Menempelkan Pas photo terakhir (hitam putih atau berwarna) ukuran 3 x 4 cm pada tempat yang telah disediakan pada kartu ujian yang telah dicetak sebanyak 2 rangkap (kedua-duanya harus pas photo asli);
Periode pendaftaran secara on-line dibuka mulai tanggal 29 Oktober 2008 pukul 08.00 WIB s/d tanggal 5 November 2008 pukul 16.00 WIB;
Menggunakan dokumen dan data pendukung yang sah dan masih berlaku;
Kesalahan/kelalaian mengikuti prosedur yang ditetapkan dalam melakukan pengisian formulir lamaran dan berakibat langsung maupun tidak langsung pada pelamar merupakan tanggung jawab pelamar.
Pelaksanaan Seleksi dan Penetapan CPNS
Seluruh data pelamar yang masuk akan diseleksi secara langsung oleh sistem dan akan dilakukan validasi database pelamar oleh panitia dan dilakukan validasi kembali pada saat PENGESAHAN KARTU UJIAN DI LOKASI UJIAN (waktu dan lokasi akan ditentukan kemudian);
Apabila panitia menemukan data yang berbeda antara data base yang ada dengan data dukung pelamar yang wajib dibawa pada saat pengesahan kartu ujian maka secara langsung pelamar tersebut dinyatakan gugur dan batal untuk mengikuti ujian tes tertulis;

Persiapan Sebelum Mengajukan LamaranProses awal registrasi lamaran secara on-line melalui website resmi Departemen Pertanian merupakan tahapan paling penting. Proses ini dilakukan sepenuhnya oleh pelamar. Untuk mengurangi kesalahan, pelamar dihimbau untuk mempersiapkan seluruh data dan dokumen pendukung yang diperlukan. Dalam proses verifikasi, panitia tidak memiliki (dan tidak diberi) wewenang untuk melakukan perubahan pada isian pelamar. Sehingga ketidaksesuaian antara isian pada database pelamar yang ada pada panitia dengan dokumen pendukung pelamar akan berakibat pada ketidaklulusan pelamar pada tahap pertama.
Untuk menghemat waktu akses, sebelum mengisi formulir lamaran ini pastikan bahwa Saudara sebagai pelamar telah menyiapkan data dan dokumen pendukung yang dipersyaratkan, diantaranya :

MSc Fellowships Program, The Hartmut Hoffmann-Berling International Graduate School of Molecular and Cellular Biology, Germany

The Graduate School offers three fellowships for outstanding students from Africa, per year, enabling them to enroll in one of the Masters programs at the Faculty of Biosciences.

Each fellowship amounts to € 8000 p.a. and can be granted for up to two years to candidates who have a Bachelors degree in Biosciences and who wish to obtain their Masters degree in Molecular Biosciences or Molecular Biotechnology, respectively, in Heidelberg. To apply for one of the fellowships, please, include a separate letter with your application form in which you explain your financial situation.

The fellows are expected to reach the international education standard either within one year of Masters training to compete in the integrated MSc/PhD track, or after two years to compete in the “normal track” for a PhD position offered by the Graduate School.

The Faculty of Biosciences offers Bachelor programs in “Biology (90 places)”, “Molecular Cell Biology (30 places)”, and “Molecular Biotechnology (45 places)”. In 2007, a new Masters program in “Molecular Biosciences” (120 places) was launched, with Majors in “Cancer Biology”, “Developmental Biology”, “Evolution and Ecology”, “Infectious Diseases”, “Molecular and Cellular Biology”, “Molecular, Cellular and Developmental Biology of Plants”, “Neuroscience” and “Systems Biology”. A Masters program in “Molecular Biotechnology” (30 places), with Majors in “Drug Development”, “Bioinformatics” and “Biophysical Chemistry” has been established in 2004, in collaboration with the Faculties of Biosciences, Mathematics and Chemistry.

All Bachelor and Masters programs combine classroom teaching with hands-on lab-oriented experimental research training. The progress of the students is monitored by regular examinations and credit points, according to the European Credit Transfer System (ECTS), are awarded.

/Qualification: /An advanced university degree (Master or equivalent)
in Geography (social/physical), geoecology or in a closely related
field. Good knowledge of all thematic areas of climate change (climate
impact analysis, adaptation and mitigation, technology transfer)
particularly from the developing country perspective, and GIS
expertise is necessary.

/Tasks:/ Conduct regional climate impact analyses, development and
systematic analyses of adaptation concepts for the target regions.
Research will focus on sector-specific climatic impacts, and as well
on the development of protection concepts with due consideration of
climate protection, adaptation, and sustainability. A close
cooperation with other projects targeting developing countries is
mandatory. You should develop, implement and contribute to the
improvement of processes and procedures concerning adaptation in the
target regions. Close cooperation with scientific and administrative
institutions, presentation of results to various audiences and
communication with stakeholders are required.

Positions will contribute to the development of a Global Climate
Impact and Adaptation Information System embedded in a project to be
carried out in close cooperation with the Deutsche Gesellschaft für
Technische Zusammenarbeit (GTZ). Targeted countries in this context
are India, China, Brazil, Indonesia, Mexico, South-Africa and Tunisia.
All positions require the willingness to work on climate change issues
from a developing country perspective and for international travel.
Teamwork, enthusiasm, flexibility, innovation, and excellent spoken
and writing skills in English are prerequisite. Working knowledge in
Spanish, French or Portuguese is an additional asset.

The project will be carried out in the working group North-South Theme
within PIK’s Research Domain 2 (”Climate Impacts & Vulnerabilities”).
The North-South Theme focuses on development in particular with
respect to the potential avoidance of ill-management and development
traps associated with the challenges of climate change. The
overarching idea of the project is to frame and to provide regional
climate impact analyses for relevant sectors/regions in the target
countries, and in parallel to design visionary and foresighted
transition pathways to sustainability, information provision, and
decision support. Central questions are, for example, to identify
future no-stay/no-go areas as well as to evaluate innovative
development pathways towards sustainability reconciling mitigation of
and adaptation to climate change.

Ph.D Fellowship - Policy-Focused Climate Change Mitigation (Delaware)

A research assistantship is available at the University of Delaware’s
College of Marine and Earth Studies (CMES) for a qualified student-
applicant interested in policy-focused research related of climate
change mitigation. Fellowship funds include a tuition waiver and
stipend for a minimum of one year.

The research project will examine the extent to which (and if so, why)
public opinion regarding offshore wind power has changed over time in
Delaware and Cape Cod, Massachusetts

Students who work with us typically take courses in international
environmental policy, climate change policy, conservation and
renewable energy policy, ocean and coastal law, and in the science,

INPEX SCHOLARSHIP PROGRAM FOR 2009

INPEX Scholarship Foundation was founded on March 26, 1981 supported by donated fund of Jp\500,000,000 by INPEX Corporation (which was named Indonesia Petroleum Co. at that time), a Tokyo based oil exploration company, to promote mutual understanding, friendship and goodwill by exchange of education, art and natural sciences through the scholarship program between Indonesia and Japan.

The main program is to offer scholarship awards to Indonesian youths, who have graduated from universities in Indonesia and live in Indonesia, and who wish to study the subjects in the fields of natural science in the Graduate School of Universities in Japan for Master’s Degree, and to offer scholarship awards to Japanese youths also who wish to study in Indonesia. Master in Public Administration/ International Development

The two-year Master in Public Administration in International Development (MPA/ID) program, the Harvard Kennedy School's newest program, is designed to prepare the next generation of leaders in international development. It is an economics-centered, multi-disciplinary program, combining rigorous training in analytical and quantitative methods with an emphasis on policy and practice.

Each academic year, a class of about 65 students enrolls in this selective program. Although the MPA/ID curriculum is intensely rigorous and provides a solid foundation for applied research, the program is geared to the future practitioner in the field of international development rather than the future academic.

Both US and international candidates are considered for admission. Applicants must demonstrate competence in economics and quantitative analysis and the potential for leadership in international development. Although the MPA/ID program occasionally accepts applicants directly from undergraduate colleges and universities, most admitted candidates have at least three years of work experience in government, central and regional banks, international development institutions, non-governmental organizations, or private businesses.

in the subjects mathematical physics/quantum gravity will be available at
the Department of Mathematics at Hamburg University.

The successful applicant will be part of the Emmy Noether Junior Research
Group “Conceptual Questions of Quantum Gravity and Mathematical Structures
in Three-Dimensional Gravity” funded by the German Research Foundation

The Nuffield Department of Medicine at the University of Oxford hosts

Background
The Centre for Environmental Sciences is a multidisciplinary research centre that opts for a deliberate combination and symbiosis of high-level basic and applied environmental research. Participating researchers come from different disciplines: biology, chemistry, physiology, economics and law. The mission of the Centre for Environmental Sciences includes research, education and public service.

Job description
In the framework of the BOF-project mentioned above, the successful applicants will conduct research on the relationship between oxidative stress and its effects. The aim is to elucidate the physiological and molecular processes which will lead to cell recovery or irreversible damage and cell death, depending on the Cd concentration during exposure. These processes will be studied using three different types of test organisms: plants (A. thaliana), invertebrates (turbellarians) and vertebrates (mice). Each of the candidates will conduct research on one of these test organisms.

Profile and diploma
Applicants have a licentiate/master degree in biology, biotechnology, biochemistry, biomedical sciences or applied biological sciences or equivalent. Experience in molecular biology techniques is an asset.

The School of Informatics at the University of Edinburgh invites applications for a three-year PhD studentship on the project “Synchronous Linguistic and Visual Processing” funded by the European Research Council. The aim of this project is to investigate the cognitive processes that unfold when humans view a visual scene and listen to a speech stimulus at the same time. The project encompasses
both experimental research using eye-tracking and computational work using machine learning and probabilistic modeling.

The successful candidate will have a have a good honors degree or equivalent in cognitive science, artificial intelligence, computer science, or a related discipline. He/she will have strong programming skills and previous experience in image processing, computer vision, or computational models of perception and attention. Experience with machine learning and probabilistic modeling techniques is essential.

The successful candidate will work as part of a team of experts in linguistic and visual processing; he/she will design and implement models of visual processing based on the results of eye-movements experiments on synchronous processing.

The studentship will provide maintenance only funding at an enhanced research council rate. Both UK/EU and overseas candidates are encouraged to apply.

Postdoctoral Research Associate in Hybrid Solar Cell Characterization, Aix Marseille University, France

Description:
The CINaM is looking for a creative and experienced individual to perform experimental investigations in the research field of hybrid solar cell characterization. The applicant will contribute to a regional founded solar cell project, which is focusing on the development of new hybrid solar cells based on coaxial p-n heterojunction nanorods. The applicant is expected to study the photovoltaics properties of the nanomaterials in detail and to optimize the electronic interfaces of the solar cells. The project involves a strong interdisciplinary collaboration between chemists and physicists at the CINAM. A wide range of experimental equipments is available at the CINaM, which allow complete chemical, physico-chemical and morphological analysis of the nanomaterials as well as solar cell fabrication and characterization.

Qualifications:
This position requires a Ph.D. in physics, electronics, materials science, or related fields. Applicants should possess experience in the following fields: characterization of organic or hybrid solar cells as well as electronic and morphological characterization of semiconductor interfaces. The University of Stavanger (UiS) invites applications for a two-year post-doctorate position in geophysics at the Faculty of Sciences and Technology in the Department of Petroleum Engineering.

The position is in the field of geophysics st.id. 30027403.

The main goal is to impulse research in the area of geophysics applied to exploration and production of hydrocarbons at the University of Stavanger in an integrated team.

The objective of the position is to strengthen geosciences research and academic activities in the field of geophysics within the petroleum engineering department and to give researchers/scholars with doctorates within relevant academic field(s) opportunities for further qualification toward full professorship.

The applicant must submit a description on how the project offered will add to the applicant’s competence. The applications will be assessed in relation to the relevance, qualifications, previous scientific work, and potential candidates will be invited to an interview.

The research project will be carried out at the University of Stavanger. It is assumed that the appointee will work full time on the project, that will collaborate with geosciences related lectures and research and that she/he will participate in the scholarly circles at the faculty and the university.

The postdoctoral research is focus on geophysics, and it consists of two main activities:

1. A research project on geophysics and acoustic signal processing that will develop a “mini seismic” modeling and processing in laboratory scale. Sediment layers will be made in a controlled way in a small tank at the University of Stavanger. The layer structure will then be imaged by high frequency acoustic equipment to mimic seismic exploration. The laboratory will also enable comparison between numerically simulated wave propagation and the experimental acoustic recordings. The laboratory will be used both for educational and research purposes.

2. An academic project that consists on preparation of a course in geophysics applied to petroleum exploration and production at the bachelor level that will include the topics of reflection seismic data acquisition and processing, potential fields, and electromagnetic fields. It is expected that the postdoctoral researcher will be in charged of teaching the course which is expected to start by spring 2010.

The position is salaried according to the State Salary Code, l.pl 17.510, code 1352, ltr 55 - 60, of NOK 420800 - 459 900 per annum. In special cases higher salaries may apply.

The position provides for automatic membership in the Norwegian Public Service Pension Fund, which guarantees favorable retirement benefits. Members may also apply for home investment loans at favorable interest rates.

MSc Fellowships Program, The Hartmut Hoffmann-Berling International Graduate School of Molecular and Cellular Biology, Germany

The Graduate School offers three fellowships for outstanding students from Africa, per year, enabling them to enroll in one of the Masters programs at the Faculty of Biosciences.

Each fellowship amounts to € 8000 p.a. and can be granted for up to two years to candidates who have a Bachelors degree in Biosciences and who wish to obtain their Masters degree in Molecular Biosciences or Molecular Biotechnology, respectively, in Heidelberg. To apply for one of the fellowships, please, include a separate letter with your application form in which you explain your financial situation.

The fellows are expected to reach the international education standard either within one year of Masters training to compete in the integrated MSc/PhD track, or after two years to compete in the “normal track” for a PhD position offered by the Graduate School.

In 2007, a new Masters program in “Molecular Biosciences” (120 places) was launched, with Majors in “Cancer Biology”, “Developmental Biology”, “Evolution and Ecology”, “Infectious Diseases”, “Molecular and Cellular Biology”, “Molecular, Cellular and Developmental Biology of Plants”, “Neuroscience” and “Systems Biology”. A Masters program in “Molecular Biotechnology” (30 places), with Majors in “Drug Development”, “Bioinformatics” and “Biophysical Chemistry” has been established in 2004, in collaboration with the Faculties of Biosciences, Mathematics and Chemistry.

All Bachelor and Masters programs combine classroom teaching with hands-on lab-oriented experimental research training. The progress of the students is monitored by regular examinations and credit points, according to the European Credit Transfer System (ECTS), are awarded.

The Studentships are associated with the Cambridge Statistics Initiative which is targeted at the development of novel statistical methodology, both generic and in specific application areas. The University of Konstanz is one of the nine Universities of Excellence in

The Zukunftskolleg is a central scientific institution of the University of
Konstanz for the promotion of young scientists in the natural sciences,
humanities and social sciences. It forms a platform for interdisciplinary
discourse between distinguished researchers in Germany and abroad, and
provides young scientists with resources for obtaining third-party funding.

We are offering 5 Research Positions (up to Salary Scale 14 or 15 TV-L)
ranked according to the applicant's personal level of qualification,
assigned duties and responsibilities for the development and implementation
of individual research projects / research groups. In principle, each
position can be divided into two half-time positions. The initial
appointments will commence on April 1st, 2009 and will end on September
30th, 2010. An extension of the work contract for an additional 3.5 years
is foreseen, provided, that external third-party funding for a research
project has been granted.

The Zukunftskolleg provides a professional infrastructure and an
appropriate workplace for conducting research. A pool for funding
cooperative projects, research assistants, research trips and the
acquisition of equipment is available. Additionally, fellows may nominate
recognized experts in their field of research as senior fellows, who will
be invited to Konstanz for a period of 3 - 12 months and who, in addition
to their research work, will advise young scientists in the Zukunftskolleg.

The prerequisites for acceptance are a doctoral degree and outstanding
scientific qualification as documented by research activities and
publications. The ideal candidate has just finished her / his dissertation
or has acquired initial work experience as a postdoctoral researcher.
International experience in teaching or research and a strong interest in
interdisciplinary topics are desirable. Each fellow is a member of both: a
department of the university and the Zukunftskolleg. Involvement in
teaching is possible. The foreseen topical connection of the project to the
research profile of the University of Konstanz should be demonstrated in
the project outline. Fellows are expected to actively participate in the
regular weekly meetings of the Zukunftskolleg and to reside in Konstanz.

Fellows will be selected on the basis of their project outlines and a
two-day workshop to be held on February 16-17th, 2009 at Konstanz.

Chevening Scholarship 2009-2010

Chevening is the UK government’s flagship scholarship scheme, aimed at future leaders, high achievers, opinion formers and decision-makers. The programme funded by the Foreign and Commonwealth Office (FCO) and administered by the British Council, supports over 2,300 international students annually to study in the UK. Many talented graduates and young professional Indonesians have been propelled along the path to success through the British Chevening Awards, which has seen over 1,000 scholarships awarded to Indonesians since the scheme began in 1984.

The Chevening scholarships are offered in over 150 countries and enable talented graduates and young professionals to become familiar with the UK and gain skills which will benefit their own countries. The awards are included tuition, stipend, return airfares (economy class) and other allowances.

GENERAL

Singapore NUS Asian Graduate Students Fellowship 2009/2010

Asian Graduate Students Fellowship Programme 2009, National University of Singapore (NUS), Singapore

The Asia Research Institute of NUS invites applications from citizens of Asian countries enrolled for a fulltime advanced degree at a university in an Asian country (except Singapore) for consideration for the award of Asian Graduate Student Fellowships. These fellowships are offered to current graduate students doing their Master’s or PhD degrees and working in the Humanities and Social Sciences on Southeast Asian topics, and will allow the recipients to be based at NUS for an `in residence fellowship’ for a period of three months. The aim of the fellowship is to enable scholars to make full use of the wide range of resources held in the libraries of NUS and the Institute of Southeast Asian Studies. Scholars will be expected to commence on 4 May 2009, and to make a presentation on their work at the Singapore Graduate Forum on Southeast Asian Studies at the end of July 2009.

Successful candidates can expect the following benefits:

1) A monthly allowance of SGD$1,750 (inclusive of housing allowance).
2) A one time round trip travel subsidy by the most economical and direct route on a reimbursement basis upon being accepted for the fellowship.
